Primary Adult Care (PAC) FAQ

 

What is the Primary Adult Care (PAC) Program?

PAC is a health care program for people 19 years of age or older who have a limited income each year. PAC covers pharmacy, primary health care, mental health care, and some limited additional health services.

Who can apply?

Any Maryland resident who is 19 years of age or older, who is not eligible for Medicare, and who meets the income requirements.

What is the most significant difference between a full Medicaid Program, such as HealthChoice, and PAC?

PAC does not cover the full range of benefits that Medicaid must cover. Some of the services that are not covered by PAC are: inpatient and outpatient hospital services, hospital emergency room services, specialty services, and EPSDT services.


** Please note that Jai Medical Systems Managed Care Organization, Inc. offers additional benefits to its PAC members. These additional benefits include substance abuse counseling, podiatry care for all members, transportation for primary care provider office visits, vision services, and limited dental services for all members.

What if I need care that PAC does not pay for?

If you need healthcare services that PAC does not pay for, then you will have to pay for that care. Your PCP can help you find a specialty provider, but your MCO will not pay for care you receive from that specialty provider. If you need help finding a specialty provider, you can call the State’s PAC Enrollee Action Line at 1-888-754-0095.

Are there any pharmacy co-pays or deductibles in PAC?

There are no deductibles in PAC, but MCOs may charge co-payments for all prescription drugs. However, Jai Medical Systems Managed Care Organization, Inc. has no co-pay on prescriptions written by your primary care provider.

What are some of the services covered for those PAC members with diabetes?

PAC members who have a diagnosis of diabetes will have additional benefits and services such as: diabetes education, diabetes nutrition education, finger-sticking devices used in obtaining blood samples for blood glucose testing, blood glucose meters for home use and monitoring supplies, diagnostic reagent strips and tablets used in testing for ketones and glucose in urine and glucose in blood, compression stockings, walkers, crutches, canes, non-custom orthotic inserts, routine foot care for enrollees with vascular disease affecting the lower extremities, and vision care, consisting of one ophthalmologic examination per year and one pair of eyeglasses per year.

You can call the Enrollment Help line at 1-866-676-5880 Monday through Friday, 7am to 7pm. You may also go online to www.dhmh.state.md.us/mma/pac/index.htm to print out a PAC application. If you have any other questions, you may contact Jai Medical Systems Managed Care Organization, Inc., Monday through Friday, 9am to 6pm, at 1-888-JAI-1999.
